Ambassador Extraordinarily and Plenipotentiary of the People's Republic of China to the United Republic of Tanzania
My assumption of new office in the beautiful Tanzania coincided the convening of the 19th National Congress of the Communist Party of China (NCCPC). I was pleased to have noticed that the major local media had made full and objective coverage on it and people from all walks of life in Tanzania had followed closely on the progress of the NCCPC.
It's particularly heart touching that H.E. John Pombe Joseph Magufuli, President of the United Republic of Tanzania and Chairman of Chama Cha Mapinduzi (CCM), had written two letters to H.E. Xi Jinping, President of the People's Republic of China and General Secretary of CPC Central Committee, to congratulate the successful convening of the 19th NCCPC and the re-election of H.E. Xi Jinping as General Secretary of CPC Central Committee. That has fully evidenced the deep friendship and love from H.E. President Magufuli and the Government and People of Tanzania to the Government and People of China.
I wish to take this opportunity to share with Tanzanian friends the new thoughts and strategies established by the 19th NCCPC and some useful experiences of China's development to join the discuss on the great vision of China-Tanzania cooperation.
"Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" is the guide to action for CPC and a Chinese path for developing countries to realize modernization .
"Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" established by the 19th NCCPC makes clear that the overarching mission of the Socialism with Chinese Characteristics for a new era is to realize socialist modernization and national rejuvenation, and, on the basis of finishing the building of a moderately prosperous society in all respects, a two-step approach should be taken to build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful by the middle of the century. It makes clear that the principal contradiction facing Chinese society in the new era is that between unbalanced and inadequate development and the people's ever-growing needs for a better life. It reaffirms the unchanged commitment to the people-centered philosophy of development, and work to promote well-rounded human development and common prosperity for everyone. It establishes the five-sphere overall plan of promoting economic, political, cultural, social and ecological progress, and the overall strategy is to make comprehensive moves to finish building a moderately prosperous society, deepen reform, advance the law-based governance of China and strengthen Party self-discipline.
The 19th NCCPC also established the basic policies for strengthening party building including setting up a modernized economic system, developing socialist democratic politics, fostering stronger confidence in the culture, safeguarding and improving people's livelihood and speeding up the reform on eco-civilization system, etc. It makes clear that the overarching goal of building a community of shared destiny for all mankind and draws up a grand blueprint of building new type of international relations.
As a big country with 1.3 billion population endeavoring for modernization, China has no historic example to follow. It's a must for China to march on a path belonging to herself. China has crossed the river by feeling the stones, continued deepening reform and open-up, explored ceaselessly to progress. China has created and developed the Socialism with Chinese Characteristics and propelled China's capacity on economy, science, national defense and comprehensive national strength grow to the front rank of the world. China has explored the path for developing countries to realize modernization, provided new choices for other countries and nations in the world that wish to speed up development while maintaining independence, and has offered the "Chinese wisdom" and "China's solution" to the problems facing all mankind.
Valuable experiences for the great success achieved by the Socialism with Chinese Characteristics.
First, always keep a foothold on the reality of China and stick to the independent exploration on a developmental path that suits China's reality without fully copying foreign model. President Xi Jinping once said, "only the wearer knows if the shoes fit or not." As for whether a country's developmental path fits, only the people of that country have the right to say.
Second, have a powerful core leadership of CPC. History has chosen CPC to shoulder the great mission of leading the Chinese people to realize national rejuvenation. CPC has the courage to make itself the target of reform and kept advancing with the times. Particularly, under the leadership of CPC Central Committee with Comrade Xi Jinping at the core, CPC has formulated the "Eight-Point Regulation", adhered to strictly running the Party and strengthening Party discipline, combated corruption with zero-tolerance policy, comprehensively purified the political ecology within the Party and has brought the flesh-and-blood ties between the Party and the people closer.
Third, stick to the policy of reform and open-up and the scientific outlook on development and hold it as the foundation and key to address all problems. In the past 40 years of reform and open-up, China has fully shown her respect to the driving force of investment and exportation to economy by setting up Special Economic Zones, absorbing foreign capital and encouraging export processing. With the substantial improvement of people's livelihood, China has initiated new development concept, deepening the supply-side structural reform, accelerating to build China into a innovative country and focusing on improving the quality and efficiency of Chinese economic development.
Fourth, guided by scientific, rational, and farsighted plans. Since the founding of the People's Republic of China, the government of China has made 13 consecutive "Five Year Plan". Particularly, the establishment of specific steps and means to achieve the "Two Centenary Goals" have pointed out the direction for the Chinese people to march forward with greater morale to overcome difficulties one after another.
Fifth, change the country's outlook through hard work. Since modern times, the Chinese nation has achieved a tremendous transformation from standing up to growing rich and becoming strong. Chinese people have made arduous and unremitting efforts for a change of their own destiny. President Xi Jinping said, "Achieving national rejuvenation will be no walk in the park, and it will take more than drum beating and gong clanging to get there. " Every Chinese should "roll up the sleeves and work with added energy".
New Opportunities for China-Tanzania Cooperation
In a new era of the Socialism with Chinese characteristics, China's approaching to the center of world stage will bring about positive energy for the global changes which is available for the international order to progress towards the direction of justice and soundness, and is beneficial to maintain the common interests of all developing countries including Tanzania.
The Major-Country Diplomacy with Chinese Characteristics promotes to build a community of shared destiny for all mankind, call for the development philosophy of mutual-benefit and win-win cooperation. When carrying out cooperation with the developing countries including Tanzania, China upholds a right approach to justice and interests and sticks to the cooperation philosophy featuring "sincerity, affinity, real results and good faith".
China is willing to join hands with Tanzania to maintain the bilateral high-level interaction, promote the exchanges on governance experience and mutual learning, fully implement the outcome of the Johannesburg Summit of the Forum on China Africa Cooperation, make efforts to translate "the Belt and Road Initiative" into real cooperation projects in Tanzania, continue deepening the bilateral practical cooperation in all areas, and to jointly create a brighter future for the China-Tanzania relations.
