Remarks by Chinese Amb. Wang Ke at the Inauguration of the Mwalimu Nyerere Foundation Building

Your Excellency Dr. John Pombe Magufuli, President of the United Republic of Tanzania,

Your Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda,

Distinguished guests, friends,

Mabibi na mabwana, habari zenu! First of all, on behalf of the Embassy of China in Tanzania, I would like to express my warmest congratulations to the official inauguration of the Mwalimu Nyerere Foundation Building !

The Mwalimu Nyerere Foundation Building, with the three functions of hotel, office and business, is a large-scale and high-end project which is designed, invested and constructed by Chinese company. It is also a successful case of trilateral cooperation between China, Tanzania and the World Bank and will further promote tourism and business, contribute to consolidating the status of Dar es Salaam as business hub in East and Central Africa.

Today’s inauguration coincides with the 20th anniversary of the passing of Mwalimu Julius Nyerere, the beloved founding father of the United Republic of Tanzania.

Mwalimu Nyerere is a well-known torch-bearer of the African National Liberation Movement, as well as one of the founders of the historical friendship between China and Tanzania. Mwalimu Nyerere visited China 13 times and is the most respected African leader in China. Mwalimu Nyerere once said (I quote): "In the world we have many friends, but we have a genuine friend, the People’s Republic of China"(end quote). China will never forget that it was under the leadership of Mwalimu Nyerere in 1971, Dr. Salim Ahmed Salim, as Tanzanian representative to the United Nations, spearheaded the campaign for the restoration of the legitimate seat of the People’s Republic of China in the United Nations.

Today, the inauguration of the Mwalimu Nyerere Foundation Building is a good commemoration to Mwalimu Julius Nyerere, and it also adds to the legacy of the long existed and unbreakable solidarity and friendship between China and Tanzania.

I highly appreciate that Your Excellency President John Pombe Magufuli, and Your Excellency President Yoweri Kaguta Museveni join us today, which fully demonstrates the great respect for Mwalimu Nyerere, and the importance attached to China-Tanzania, China-Uganda cooperation.

Your Excellencies, Ladies and Gentlemen,

As the ambassador of China to Tanzania, I am glad to see that under the leadership of Your Excellency President John Pombe Magufuli and the fifth government, Tanzania has achieved great success in state governance and economic development, especially in combating corruption, improving infrastructure and social delivery.

Tanzanian government has been committed to promoting the China-Tanzania relations by implementing the outcomes of the Forum on China-Africa Cooperation (FOCAC) Beijing Summit and participating actively in the Belt and Road Initiative.

More importantly, the leaders of China and Tanzania share the similar concept in governance. H.E. Chinese President Xi Jinping put forward "Empty talk harms the nation", “roll up our sleeves and work with added energy”, while Your Excellency President Magufuli asked all Tanzanians "HapaKazai Tu", "Mimi nataka kuona vitu sio maneo manen (I want to see actions, not words) ".

It is under the enlightenment of the two leaders and through the concerted efforts of our two countries, China-Tanzania cooperation has shown a good momentum.

In the field of investment, Your Excellency President John Pombe Magufuli demanded that Tanzanian ambassadors abroad should do their best to attract foreign business and investments. As Chinese Ambassador to Tanzania, I have been also making my own efforts in this regard. In recent months, many business delegations coming from Zhejiang, Jiangsu, Guangdong, Shandong and other provinces in China have come to Tanzania to explore investment opportunities. Currently China is the largest foreign investor in Tanzania, with a total value of 7 billion US dollar and more than 700 investment projects across the country, including the Sisal Farm, invested by China State Farms Agribusiness (Group) Corporation (Tanzania) Ltd, the Jiangsu-Shinyanga Agricultural Industrial Park , the Sunshine Dodoma Oil Factory, China Dasheng Bank Ltd., and China National Building Material (CNBM) Distribution Center, and several ceramics factories and steel factories, to name just a few. These well-run projects have contributed approximately 150,000 direct local jobs, generated considerable revenues and foreign reserve for Tanzania.

In the field of infrastructure, Tanzania launched many projects in railway, road, port, airport, power plant, etc. Among these projects, many are undertaken by Chinese companies, such as Julius Nyerere Bridge, renovation of Central Railway Line, expansion of Dar es Salaam Port, construction of Ubungo Flyover, building of Kigongo-Busisi Bridge in Mwanza, and construction of Terminal II of Zanzibar airport. By undertaking these projects, the Chinese companies also trained a large number of local technicians and skilled workers. And I have been repeatedly instructing the Chinese companies to honor the trust of Tanzania Government shoulder social responsibility, and construct projects with quality and efficiency.

In the field of tourism, the Tanzania Government endeavors to make full use of the country's rich tourist resources to increase national revenue. Last year, about 34 thousand Chinese tourists came to Tanzania for travel, which has increased by 4,000 people compared with the previous year. Currently the Tanzania Tourist Board is cooperating with Chinese travel agencies, media organizations, and websites like Baidu.com (which has 75% internet users in China), to jointly promote Tanzanian tourist attractions in China. And Air Tanzania is going to open its direct flights between Dar es Salaam and Guangzhou before the end of this year, I am confident the number of Chinese tourists coming to Tanzania will increase in large numbers. According to the estimate made by H.E. Mbelwa Kairuki, Tanzanian Ambassador to China, in the next few years, the number of Chinese tourists visiting Tanzania will increase to 50,000 to 100,000 people, to which I fully agree.

In the field of education, Tanzania implements the Free Education Policy, and attaches importance to talents training. China has granted more than 1900 scholarships to Tanzanians so far. This year, 259 master and doctoral scholarships were offered, doubling the figure of last year and breaking record, China has been the country offering the largest number of scholarships to Tanzanian for several consecutive years. Besides, with the Chinese Government funds, China built the state-of-the-art library of for University of Dar es Salaam, will soon launch the construction of Kagera Vocational Training Center and will also upgrade Tanzania National Institute of Transport in a full-fledged University.

In the field of health, Tanzania is in urgent need of professionals and medical resources. In response to Your Excellency President Magufuli's requests, Chinese President Xi Jinping directed that a total of 100 special medical scholarships are provided to Tanzania in the five years from 2018 to 2022. An expert group from China is currently working in Tanzania to do feasibility study on the expansion of the China-aided Jakaya Kikwete Cardiac Institute to make the institute a center of excellence for cardiac diagnosis and treatment in Africa. Since the establishment of diplomatic relations 55 years ago, China has dispatched a total of 53 medical aid teams with nearly 2000 doctors to Tanzania mainland and Zanzibar, and altogether over 300,000 patients having been treated. China is also carrying out malaria control project in Pwani and schistosomiasis prevention and treatment project in Pemba Island, Zanzibar, benefiting the local people.

China and Tanzania are good friends, partners and brothers in all-weather. Let us continue to make joint efforts in our collaboration so that we can do more and do better.

Once again, I'd like to congratulate to the inauguration of Mwalimu Nyerere Foundation Building. I’m looking forward to seeing Chinese companies making new investment in Tanzania and our mutual beneficial cooperation will bear more fruits for the betterment of our two peoples.
